This position requires working independently and as a team player to coordinate a volunteer organization. The Watershed Council Coordinator’s work involves both office and outdoor work. Office work involves data analysis, plan formulation, report and grant writing, and both day and evening meetings. Outdoor work requires regular and recurring physical exertion that includes walking, hiking, wading in water and climbing. Work outside will be done in all types of weather and on steep or rough terrain. Field visits will be made to project locations to gather data and make assessments of needs. Occasional overnight travel will be required to represent the Council and its interests at various seminars and conferences. The Coordinator must provide his/her own transportation for watershed council business; mileage will be reimbursed.

- Facilitate Council meetings and other informational public meetings.
- Research and write grant proposals for Council activities and projects.
- Conduct fundraising activities.
- Prepare and manage budgets based on existing strategic plan, watershed assessment, watershed monitoring program, and watershed action plan.
- Prepare and submit various written and oral reports on watershed activities, including grant fund utilization, to the Council.
- Represent the Council in appropriate forums as directed by the Council.
- Research and present information on successful watershed restoration activities in other watersheds. Recommend policy, procedures or actions that will promote an effective watershed health program in the ___________________ watershed.
- Assist the Council and groups identified by the Council in setting priorities, developing plans and implementing actions and/or strategies in support of action plan priorities.
- Develop and implement outreach activities that will distribute watershed data to the public via a basin report card, presentations to stakeholder groups, and articles for the newsletter and website. Develop and organize watershed events such as float trips, nature hikes, etc.
- Work with local school districts and teachers to integrate watershed curriculum materials into appropriate curriculum, and provide students with opportunities for hands-on assessment, monitoring, and restoration projects. Develop working relationships with colleges and universities in the region that will give students the opportunity to work on advanced assessment, monitoring and restoration projects.
- Organize and oversee staff activities such as preparation of meeting minutes and agendas, database management, and records keeping.
- Solicit and coordinate volunteer help for Council projects and activities.
Qualifications and Resources (List the skills necessary for this position.)
- Minimum of BA/BS degree in public administration, community development, urban studies, environmental sciences or a related natural resource management field. Four years of relevant experience may be substituted for a BA/BS degree.
- Related professional background in natural resource program management, community organizing and/or organizational development.
- Working knowledge of watershed issues, watershed management, and the ability to articulate these to the public.
- Demonstrated abilities in a majority of the following areas:
- Creating community partnerships.
- Recruiting, training and involving volunteers.
- Leading and facilitating group discussions & decision making.
- Grant writing and fundraising.
- Project management.
- Budget preparation, tracking and analysis.
- Coordinating and managing work crews and volunteers.
- Developing and implementing a strategic management plan for a volunteer organization.
- Creating effective, collaborative relationships between groups and individuals representing potentially conflicting values and priorities.
- Evidence of leadership in solving the problems of diverse groups of people.
- Excellent presentation, oral and interpersonal communication skills.
- Successful grant writing ability.
- Demonstrated ability to work effectively with volunteer groups and agencies.
- Demonstrated experience with fiscal accountability and business management.
- Demonstrated ability to develop successful project plans and funding proposals.
- Ability to work independently, establish work priorities, and manage time effectively.
- Knowledge of Geographic Information System (GIS) highly desirable.
- Proficient in the use of MS Word, Excel, Access, and proven ability to manage databases and financial spreadsheets.
- Office management skills; create and maintain filing systems, resource library, photo logs, and general office functions organized.
- Valid drivers license.
- Physical agility for on-the-ground field activities.
- Reliable personal transportation.
Supervision, Evaluation, Performance Reviews (Detail the supervision provided to the employee.)

- Policy, program and activity direction is provided by (Soil and Water Conservation District, Council Executive or Administrative board members).
- Budget oversight will be provided by (grant manager, fiscal agent, Council Executive or Administrative board members).
- A committee convened by the Council will oversee this position. This committee will meet with the Coordinator at regular intervals to be updated on Coordinator’s work and to supply assistance as needed.
- The Chairperson and Executive Subcommittee shall exercise oversight over the activities of the Coordinator.
- The Executive Subcommittee has ongoing responsibility for staff review and shall evaluate the job performance of the Coordinator at least every six months, and shall conduct a formal performance review within 60 days at the end of each calendar year.
- The Watershed Council Coordinator works under the guidance, direction, and supervision of a committee consisting of representatives of __________________.
- This position will be supervised by a steering committee made up of representatives from each of the stakeholder groups comprising this watershed council: citizen, business, and government.
- The Coordinator works under the guidance and direction of the Chair of the _______________________ Watershed Council.
